Homes in Florence

Florence, old and new

Florence was founded in 1866, incorporated in 1908 and is the county seat of Pinal County. Its original townsite is a National Register historic district, with homes and churches from the late 1800s through the mid-1900s, many with thick adobe walls and deep covered porches. The 2020 census counted about 26,800 residents, a figure that includes the state and federal prisons in town.

Anthem at Merrill Ranch is a master-planned area about six miles northwest of downtown, inside town limits. It has two parts: Anthem Parkside, open to all ages, and Sun City Anthem at Merrill Ranch, Del Webb's 55+ community. Sun City Anthem began building in 2006 and is planned for about 3,800 single-family homes. It centers on the Union Center clubhouse and the Poston Butte golf course and is not gated.

Sun City Anthem homes run from roughly 1,100 to more than 2,800 square feet, all single-family. Many primary baths came with a walk-in shower rather than a tub, but the entry usually has a curb and a framed or hinged glass door. Secondary baths tend to have a tub and shower combination with a fiberglass or acrylic surround.

In the historic townsite the bathrooms are another matter. Some were added to houses that were built before indoor plumbing was common, and many have been remodeled several times. Old drain lines, uneven floors and thick masonry walls shape what can be done and how long it takes.

Sun City Anthem homes were designed for retirees, yet many showers still have a curb and a glass door with a narrow opening. As owners age, that curb becomes the problem. Rebuilding the shower floor for a low or curbless entry, with a bench and a handheld sprayer, is the most common request in these homes.

Blocking, seats and toilet height

Grab-bar backing and comfort-height toilets were options, not standard, in many production homes of this period. If they were not chosen at purchase, the walls have nothing solid behind the tile. A remodel adds wood blocking at every useful height, a taller toilet and a shower seat.

Adobe walls in the old town

Historic Florence homes may have adobe or fired brick walls a foot or more thick. Running new plumbing or wiring through them takes more planning than in a framed house, and adobe must be kept dry. Wet walls are usually built as new framed walls inside the room, leaving the old masonry protected.

Hard water in both parts of town

Anthem at Merrill Ranch is served by EPCOR, which took over the former Johnson Utilities system in 2021, and the historic town is on the Town of Florence water system. Either way the water is hard. Scale on glass and fixtures is a constant, so frameless glass, light tile and a softener connection make daily cleaning easier.

Permits and approvals

The Town of Florence issues permits

Both Anthem at Merrill Ranch and the historic townsite are inside the Town of Florence, so building permits come from the town's Community Development and Building Safety staff, not from Pinal County, even though the county offices are also in Florence. Homes outside town limits fall under Pinal County. In general, moving plumbing, altering electrical or changing walls needs a permit, while like-for-like finish work often does not, and the correct office verifies it for each job. In the historic district, permitted work that affects a building's exterior also goes through historic design review. At Sun City Anthem, the Design Review Committee must approve any exterior change before work starts.

Does Pinal County or the Town of Florence issue permits for Sun City Anthem?

The Town of Florence. Anthem at Merrill Ranch is inside town limits, so the town's building staff handle permits, even though Pinal County's main offices are also in Florence. A permit is generally needed if plumbing, electrical or walls change. The Sun City Anthem Design Review Committee is a separate approval for any exterior changes.

My Sun City Anthem home already has a walk-in shower. Can it be made safer?

Yes. The usual changes are removing or lowering the curb, widening the entry, adding a built-in or fold-down seat, a handheld sprayer on a slide bar and grab bars on solid backing. Slip-resistant floor tile and a pressure-balancing valve help as well. Often the shower footprint stays the same and only the floor and walls are rebuilt.

Do I need the Design Review Committee for a bathroom remodel in Sun City Anthem?

Not for interior work alone. The community's guidelines require written approval for exterior alterations. A bathroom project crosses that line when it adds or changes something visible outside, such as a window, skylight, solar tube or a new roof or wall vent. Approval can take several weeks, so it is best requested early.

What is different about remodeling a bathroom in a historic Florence home?

Expect older plumbing, floors that are not level and thick masonry walls. Drain lines may be cast iron or clay and often need replacing where they are exposed.
