Inside Leisure World

Leisure World was started by the Rossmoor Corporation in the early 1970s on about 958 acres near Power and Southern, across from the Superstition Springs area. It was built out by the mid-1990s by Rossmoor, Western Savings and Dietz-Crane. The result is a mix of roughly 2,100 single-family homes and close to 500 condominiums, plus duplexes and garden homes, set around the Coyote Run and Heron Lakes golf courses.

Although the mailing address says Mesa, Leisure World is an unincorporated county island surrounded by the city. The Leisure World Community Association runs security, roads and an architectural control process, and homes are known locally as manors with addresses like a number followed by 'Leisure World'.

Homes are single-story, wood-framed and stuccoed, and sizes range widely, from small condos to a few large custom plans. Many listings show a three-quarter second bath, meaning a shower stall with no tub. Original bathrooms from the 1970s and 1980s tend to have fiberglass tub and shower units, cultured marble vanity tops, small mirrors and narrow doors.

For residents who plan to stay, the common project is converting the tub to a low-entry shower, widening the path into the room where the walls allow, and adding a seat, grab bars and better light. Because many homes are 40 to 50 years old, the plumbing behind the walls deserves a look before tile goes up.

Interior doors in homes of this age are often 24 to 28 inches wide, which is tight for a walker and too tight for most wheelchairs. Many manors have a one-piece fiberglass tub and shower in one bath and a small stall shower in the other. Fiberglass units flex and crack with age, and stall showers often have a raised threshold and a narrow hinged door. A larger tiled or solid-surface shower with a low entry is the typical upgrade.

Original supply and drain lines

Homes built from the 1970s into the 1990s can have original copper, galvanized or plastic supply lines and aging drain fittings under the slab and in the walls. The community's own architectural control rules state that an association permit does not replace a county permit. Interior finish swaps done like for like often need no county permit, while moving plumbing, adding electrical circuits or changing walls usually does. The correct office verifies it for each job. Changes to the outside of a manor, including items like solar tubes, need a permit from the association's architectural control process.

Does the City of Mesa issue permits for a Leisure World bathroom?

No. Leisure World has a Mesa address but is an unincorporated county island, so Maricopa County Planning and Development is the permit office. The Leisure World Community Association has its own architectural control permits for exterior changes, and those do not replace a county permit when one is required. Each job is checked against both.

Can a Leisure World tub and shower combo become a walk-in shower?

Usually yes. The tub is removed, the drain is converted and the walls are waterproofed and finished.
