Sun City's original retirement homes
Sun City opened at the start of the 1960s as a planned, age-restricted community northwest of Phoenix, and it was built out over roughly the next two decades. Streets curve around golf courses and recreation centers. The housing is single-story throughout: modest ranch houses, attached duplexes and patio homes, and low garden apartments. Many were built with block walls. Sun City West followed to the northwest, starting in the late 1970s, with somewhat larger and newer houses.
An original Sun City bathroom is compact. The hall bath has a tub in a tiled alcove, a small vanity and a toilet within arm's reach of both. The second bath, where there is one, often has a narrow tiled shower stall with a raised curb. Doorways are narrow by current standards. Tile was commonly set in a thick mortar bed. These rooms were well made, but they were not planned for walkers, wheelchairs or a caregiver's help.

Tubs with a high step
The standard tub in Sun City houses is cast iron or enameled steel, with a side wall that must be stepped over every time. For an older owner that step is the main fall risk in the house. The most common project here replaces the tub with a shower at or near floor level, fitted with a seat, a handheld spray and anchored bars.
Block walls and mortar-set tile
Exterior walls in many Sun City houses are concrete block, and original tile was laid over wire lath and mortar. Both are durable, and both take effort to change. Demolition is slower than in a newer house. Pipes in a block wall are harder to move, so new valves and shower heads are often planned for an interior framed wall instead.
Aging drain and supply pipes
Houses of this age in Sun City frequently still have their first plumbing: cast iron drains under the slab and metal supply lines in the walls. Decades of hard water narrow those pipes with scale and corrosion. When the shower wall is open, the visible piping and the valve are replaced. Sun City is unincorporated, so there is no city hall. Maricopa County's planning and development department issues building permits here and in Sun City West. Replacing fixtures in the same place often needs none. The requirement is confirmed project by project. Sun City's deed restrictions are enforced by its homeowners association, and attached homes may have a condominium association too.

Can a level-entry shower be built in a 1960s Sun City house?
Yes, in most cases, though the slab sets the limits. A level entry requires the shower floor to slope down to the drain, so a section of concrete is lowered. Houses of this age have conventional slabs without tensioned cables, which makes cutting more predictable. Where lowering the floor is not practical, a very low threshold with a short ramp gives nearly the same ease of entry.
Does the Sun City homeowners association need to approve an interior bathroom remodel?
Generally no, because the deed restrictions deal with exteriors, property upkeep and age occupancy. Interior work is the owner's decision. Attached homes are the exception to check.
